JTBC 뉴스룸 출연…“한·미 동맹은 국익 위한 수단이지 목적 아냐” 주장“방위비 과도하게 압박하면 우리 정부·국민 새로운 대안 모색할 수” 경고성 발언도

문정인 대통령 통일외교안보 특별보좌관이 25일 “주한미군 병력을 5000~6000명 감축한다고 해서 한·미 동맹의 기본 틀이나 대북 군사적 억지력에 큰 변화가 올 것이라고 보지 않는다”고 밝혔다.
Moon Chung-in, special presidential adviser for unification, foreign affairs and security, said “that he does not believe that the reduction of U.S. forces in Korea by 5,000 to 6,000 will result in a major change in the basic framework of the South Korea-U.S. alliance or military deterrence against North Korea.”
문 특보는 이날 JTBC ‘뉴스룸’에 나와 최근 한·미 방위금 분담금 협상과 관련해 일각에서 제기된 ‘주한미군 감축설’에 대해 이렇게 말하며 “그렇기 때문에 우리 정부도 편안한 자세를 갖고 미국과 협상할 수 있는 것 아닌가 생각한다”고 언급했다. 실제 방위비 분담 협상 과정에서 주한미군 일부 감축 카드가 나와도 크게 걱정할 문제는 아니라는 인식을 드러낸 것이다.
Speaking on JTBC's "News Room," Moon Chung-in said of the recent "U.S. troop reduction rumor" raised by some regarding negotiations between South Korea and the U.S. on defense contributions. “That`s why I think our government can negotiate with the U.S. in a comfortable manner.” He expressed his understanding that it is not a matter of much concern even if some of the USFK's reduction cards come out during the actual negotiations on defense cost-sharing.
문 특보는 현재 2만7000명 수준인 주한미군을 2만2000명 이하로 낮추려면 미 의회의 사전승인을 받아야 한다는 점을 거론하면서 “도널드 트럼프 미 대통령이 쓸 수 있는 감축 병력 규모는 5000명 내외”라는 설명도 달았다.
Citing the need to get approval from the U.S. Congress to reduce the number of U.S. troops stationed in South Korea from the current 27,000 to below 22,000, Moon also explained, “that the number of troops that U.S. President Donald Trump can use is to reduce is around 5,000.”
그는 진행자가 주한미군 감축 가능성을 묻자 “(미국 측이) 한·미 동맹의 판을 깨려고 하면 감축 옵션을 쓸 수도 있겠다”고 답변했다. 이어 “그렇다고 하면 진실의 순간이 다가온 것”이라며 “소위 방위비 분담 때문에 주한미군을 일방적으로 감축하고 동맹을 흔든다면 한국 국민들도 가만히 있지 않을 것”이라고 언급했다.
When the moderator asks about the possibility of reducing the number of U.S. troops stationed in Korea, he replied, "If (the U.S.) tries to break the deadlock in the South Korea-U.S. alliance, we could use the reduction option.” He added, "If you say so, the moment of truth has come. If we unilaterally reduce the U.S. forces in South Korea and shake up the alliance due to the sharing of defense costs, the South Korean people will not stay calm about it.”
문 특보는 “국민 여론이 제일 중요하다”며 “미국이 지나치게 과도한, 그리고 공정과 공평의 틀을 벗어나 압박을 가했을 때는 한·미 동맹을 적극 지지하는 30~40%의 국민도 변할 수 있고, 그렇게 되면 결국 우리 정부나 국민 모두가 어떤 새로운 대안을 모색하도록 요구할 수 있을 것”이라는 경고성 발언도 했다. 또 “결국 지난 70년 동안 쌓아온 신뢰할 수 있는 동맹으로서의 미국이라는 그림이 깨져버리면 우리도 다른 생각을 많이 해야 되겠죠. 그 답을 드릴 수는 없겠지만…”이라고 덧붙였다.
"People's opinion is the most important thing," Moon Chung-in said. "When the U.S. puts too much pressure on South Korea, outside of a fair and impartial framework, 30 to 40 percent of Koreans who actively support the South Korea-U.S. alliance can change. That would eventually require our government and all of our people to seek some new alternative. After all, if the image of the United States as a reliable ally that was built over the last 70 years breaks down, we'll have to think about something else. I can't give you the answer, but...It's a matter of fact.''
그는 “동맹이 우리 목적은 아니지 않나”라며 “동맹은 우리 국익을 위한 수단”이라고 말했다. 그러면서 “한국과 미국 사이의 동맹의 틀 안에서도 갈등이 있을 수 있고, 차이도 있을 수 있다”며 “그것을 조율해서 차이점을 줄여나가는 게 동맹의 존재 이유인데 미국 측에서 일방적으로 나오면 한국 측에서도 결국 거기에 그냥 승복하기는 어렵지 않겠나”고 반문했다. 이런 문 특보의 발언에 진행자는 “지금 말씀하신 내용이 여러 가지 논쟁을 촉발시킬 수 있는 말씀이기도 하다. 아무튼, 문 교수님 의견으로 받아들이도록 하겠다”며 다른 주제로 화제를 돌렸다.
"The alliance is not our (Moon Administration’s) purpose," he said. "The alliance is a tool for our national interest." He added, "There could be conflicts within the framework of the alliance between South Korea and the United States, and there could be differences. It`s because of the alliance`s existence to iron out differences by coordinating them, but if the U.S. comes out unilaterally, it`s hard for Seoul to accept the offer.
The host of JTBC’s Newsroom show replied, “What you're saying will trigger a lot of controversy. Anyway, I will accept it as Professor Moon's opinion." he said changing the topic of discussion.
