靑 "지소미아 종료 유예" 공식 발표

청와대가 22일 오후 6시 한·일 군사정보보호협정(지소미아) 종료 결정 통보의 효력을 정지하기로 했다고 발표했다. 정부는 지난 8월 22일 지소미아 종료 결정을 발표하고 일본 정부에 서면으로 종료 의사를 통보했다. 이 서면 통보의 효력을 일단 정지하겠다는 것이다. 지소미아를 파기하지 않고 당분간 '동결(freeze)'하고 양국간 협상에 들어가는 방안인 셈이다.
The presidential office of the Blue House announced yesterday that it will suspend the validity of its decision to terminate the Korea-Japan Military Information Protection Agreement (GSOMIA) at 6 p.m. The South Korea government announced its decision to end GSOMIA on Aug. 22 and notified the Japanese government in writing of its intention to end it. It means that the (initial termination of GSOMIA) written notice will cease to be effective for now. In other words, it is a measure to "freeze" for the time being and enter negotiations between the two countries without destroying GSOMIA.
김유근 청와대 국가안보실 1차장은 이날 오후 6시 브리핑을 열고 "정부는 언제든지 지소미아 효력을 종료시킬 수 있다는 전제하에 지난 8월 22일 (지소미아) 종료 통보의 효력을 정지시키기로 했다"고 밝혔다. 김 차장은 "일본 정부도 이에 대한 이해를 표했다"고 했다. 김 차장은 또 "한·일 간 수출 관리 정책 대화가 정상적으로 진행되는 동안 일본 측의 3개 품목 수출규제에 대한 WTO(세계무역기구) 제소 절차를 정지시키기로 했다"고 했다. 그러면서 "한·일 양국 정부는 최근 양국간 현안 해결을 위해 각각 자국이 취한 조치를 동시에 발표하기로 했다"고 했다.
Kim Yoo-keun, first deputy chief of the South Korean presidential National Security Office, held a briefing at 6 p.m. "The South Korean government has decided to suspend the notice of termination of August 22 (GSOMIA) provided that it can terminate it at any time," he said. The Japanese government also expressed its understanding of it, Kim said.
"We decided to suspend the process of filing a complaint with the World Trade Organization (WTO) against the three export regulations of the Japanese side during the normal export management policy talks between South Korea and Japan," Kim said. "The governments of South Korea and Japan both have recently decided to announce the measures their respective countries have taken to resolve pending bilateral issues at the same time."

이와 관련, 일본 경제산업성은 같은 시각 '수출 관리에 관한 기자 회견'을 열고 수출 규제와 관련한 논의를 한국 정부와 시작하겠다고 밝혔다. NHK는 "한국에 대한 수출 관리 규제를 둘러싸고 일본 경제산업성이 한국 당국의 국장급 정책 대화를 실시할 방침을 밝혔다"며 "한국이 수출 관리를 개선하겠다는 의욕을 보여주고 있다는 점에서, 정책 대화를 실시하기로했다고 설명했다"고 전했다. 한일 무역 관리에 관한 국장급 정책 대화는 2016년 6월을 마지막으로 3년 이상 열리지 않았다.
In a related move, Japan's Ministry of Economy and Industry said it would hold a "press conference on export management" at the same time and start discussions with the South Korean government on export regulations.
NHK communicated: "The Japanese Ministry of Economy, Industry and Energy has announced plans to hold director-general-level policy talks with the South Korean authorities over restrictions on export management to South Korea. We have decided to hold a policy dialogue, given that South Korea is showing its willingness to improve its export management." The director-general-level policy dialogue on trade management between South Korea and Japan was last held in June 2016, more than three years ago.
