문 대통령의 초청 친서 받은 북한 “김 위원장이 가야 할 이유 못 찾아”
North Korea’s response to President Moon’s invitation: “Chairman Kim has no reason to go."
문재인 대통령이 김정은 북한 국무위원장을 오는 25일 부산에서 열리는 한·아세안 특별정상회의에 초청하는 친서를 보냈지만 김 위원장은 참석하기 어렵다고 21일 조선중앙통신이 보도했다. 국제회의를 계기로 남북 정상 간 담판으로 남북관계와 북·미 협상의 돌파구를 마련해보려던 정부 기대가 무산됐다.
Korean Central News Agency reported that, “President Moon of South Korea, sent a letter inviting North Korea’s Chairman Kim to the South Korea-ASEAN special summit to be held in Busan on November 25, but that it would be difficult for Chairman Kim to attend.” The South Korean government's expectations for a breakthrough in inter-Korean relations and negotiations between the North and the U.S. through a possible South-North summit at ASEAN have collapsed.
조선중앙통신은 ‘모든 일에는 때와 장소가 있는 법이다’라는 제목의 기사에서 “지난 11월5일 문재인 대통령은 국무위원장께서 이번 특별수뇌자회의(특별정상회의)에 참석해주실 것을 간절히 초청하는 친서를 정중히 보내왔다”고 밝혔다.
The Korean Central News Agency reported in an article entitled, ‘Everything has its time and place’ that ”on November 5th President Moon sent a personal letter eagerly inviting Chairman Kim to attend a Special Summit.”
통신은 “친서가 국무위원장에 대한 진정으로 되는 신뢰심과 곡진한 기대가 담긴 초청이라면 굳이 고맙게 생각하지 않을 까닭이 없다”면서도 “남측의 기대와 성의는 고맙지만, 국무위원장께서 부산에 나가셔야 할 합당한 이유를 끝끝내 찾아내지 못한 데 대해 이해해주길 바란다”고 말했다. 또 “현 북남관계를 풀기 위한 새로운 계기점과 여건을 만들어보려고 하는 문 대통령의 고뇌와 번민도 충분히 이해하고 있다”며 “그것은 문 대통령의 친서가 온 후에도 몇 차례나 국무위원회 위원장이 못 오신다면 특사라도 방문하게 해달라는 간절한 청을 보내온 것만 보아도 잘 알 수 있다”고 밝혔다.
The news outlet continued: "If the letter is an invitation with genuine trust and deep expectations for Chairman Kim, there is no reason not to feel grateful. Thank you for South Korea's expectations and sincerity, but we hope you understand that Chairman Kim has failed to find a valid reason to go to Busan. President Moon`s agony and frustration in trying to create new instruments and conditions to resolve current North-South relations are understood. If even after receiving President Moon’s personal letter Chairman Kim is unable to come, please send even a special envoy to visit.”
통신은 그러면서 “모처럼 찾아왔던 화해와 협력의 훈풍을 흔적도 없이 날려 보내고 있는데도 아무런 대책도 세우지 못하고 있는 남조선당국이 종이 한 장의 초청으로 험악한 상태를 손바닥 뒤집듯이 바꿀 수 있다고 생각한다면 그보다 더한 오산은 없을 것”이라고 말했다.
The news outlet continued: "If the South Korean (남조선) authorities, which have been unable to set up any countermeasures despite the unprecedented wave of reconciliation and cooperation were blown away without a trace, think that they can turn the ugly situation upside-down through an invitation on a piece of paper, there is no greater miscalculation than that.”
고민정 청와대 대변인은 “김 위원장이 문 대통령과 함께 평화번영을 위해 아세안 10개국 정상과 자리를 같이하는 기회를 활용하지 못하게 된 데 대하여 매우 아쉽게 생각한다”고 밝혔다. 그러면서 “정부는 남북 정상이 모든 가능한 계기에 자주 만나 남북 협력과 한반도 평화정착에 대하여 국제사회의 이해와 지지를 받도록 노력할 필요가 있다는 입장에는 변함이 없다”고 말했다.
"I am very sorry that Kim has not been able to take advantage of the opportunity to join the leaders of the 10 ASEAN countries for peace and prosperity with Mr. Moon," said Blue House spokesman Ko Sang-jung. "The government remains unchanged in its position that the leaders of the two Koreas need to meet frequently at all possible times to seek international understanding and support for inter-Korean cooperation and establishing peace on the Korean Peninsula," he said.
