앵커: 미국의 앤드루 김 전 미국 중앙정보국(CIA) 코리아임무센터장은 최근 북한이 연달아 내놓은 담화문들이 미국 측에 다시 협상할 의사가 있다는 메시지를 전하는 것이라고 분석했습니다. 김소영 기자가 보도합니다. 앤드루 김 전 센터장은 30일 미국 하버드대 벨퍼센터가 개최한 화상회의에서 북한의 협상전략과 관련해 북한이 언제나 애매모호한 표현들을 써가며 자신들의 의사를 우회적으로 전달하기 때문에 진정한 속내를 파악하는 것이 중요하다고 말했습니다. 김 전 센터장은 이달 10일 북한 김정은 국무위원장의 여동생인 김여정 노동당 제1부부장이 미국의 독립기념절 행사 DVD를 소장하고 싶다는 의사를 공식적으로 밝힌 담화문을 언급하면서, 북한이 미국 측에 대화 재개 의사를 내비친 것이라고 풀이했습니다.
Anchor: Andrew Kim, former head of the CIA's Korea Mission Center, believes that a series of statements sent from North Korea to the U.S., means North Korea is willing to negotiate again. Reporter Kim So-young reports. Andrew Kim said in a video conference held by Harvard's Belfer Center on the July 30th that “it is important to understand the true intentions of North Korea because it always uses ambiguous expressions and indirectly conveys its opinions.” Kim explained that “North Korea hinted to the U.S. to resume dialogue, referring to a statement on July 10th, which Kim Yo-jung, the younger sister of North Korean leader Kim Jong-un, officially expressed her desire to own a U.S. Independence Day DVD.
김 전 센터장: 이 담화문을 보고 북한이 미국 측에 ‘누군가 DVD를 가지고 북한을 방문하라’거나 ‘자신들을 미국에 초청하라’는 의미를 전하는 것이라고 생각했습니다. 북한은 (협상) 문을 열어두고, 미국 측에 공을 넘긴 겁니다. 김 전 센터장은 북한이 여전히 미국이 요구하는 비핵화 조치를 취할 준비는 돼있지 않지만 미국이 어떤 반응을 보일지 지켜보며 먼저 행동에 나서주길 기다릴 것이라고 추정했습니다.
Director Kim: When I saw the statement, I thought North Korea asking the U.S. to send 'someone to visit North Korea with a DVD' or 'to invite them (North Korea) to the U.S.' North Korea has left the door open to negotiations and has handed the ball over to the U.S. Kim assumes that North Korea is still not ready to take the necessary denuclearization steps asked by the U.S., but he thinks we should wait and see how the U.S. will react first.

이런 가운데 이날 미국 전략국제문제연구소(CSIS)에서는 한국 제1야당인 미래통합당의 조태용 의원이 토론자로 나서 한반도 현안과 한미동맹에 대해 논의하는 화상회의가 열렸습니다. 조 의원은 최근 스티븐 비건 미국 국무부 부장관 겸 대북정책특별대표의 방한 중 한미 간 주요 논의 사항과 한미동맹의 현주소에 대해 밝혔습니다. 조 의원은 비건 부장관과 한국 외교인사들이 양국 간 방위비 분담금 해결을 최우선 안건으로 두고 의견을 나눴지만 단기간에 이 사안이 해결되긴 어려울 것으로 보인다며, 이로 인해 한미동맹이 약화되는 결과를 가져와선 안된다고 강조했습니다. 그는 특히 남북관계 진전을 위한 돌파구 마련을 위해 문재인 정부가 이인영 신임 통일부 장관 등 대북정책 담당자들을 전면 교체한 후 남북협력을 위한 본격적인 정책을 펼 것이라며, 정책 추진 과정에서 한미 간 이견이 발생할 수 있다고 우려했습니다.
A video conference was held at the Center for Strategic and International Studies (CSIS) where Cho Tae-yong, a lawmaker of the Unified Future Party, the main opposition party of South Korea, was a debater to discuss pending issues on the Korean Peninsula and the U.S.-R.O.K. alliance. During a recent visit to Korea by Stephen Biegun, the U.S. Deputy Secretary of State and Special Representative for North Korea Policy, Cho spoke about key discussions between South Korea and the U.S. and the current status of the U.S.-R.O.K. alliance. Cho said, "Biegun and South Korean diplomats shared opinions on the issue as a top priority, but it is unlikely that the issue will be resolved in a short period of time," adding, "This should not lead to a weakening of the U.S.-R.O.K. alliance." He was especially worried that the new Unification Minister Lee In-young of the Moon government will push for a breakthrough for the advancement of inter-Korean relations and relations with North Korean to the detriment of the U.S.-R.O.K alliance.
조태용 의원: 저는 문재인 정부가 남북대화 재개를 위해 더욱 적극적으로 나설 것이라고 예상합니다. 이는 한미간 마찰을 가져올 수 있습니다. 이날 행사에 함께한 전략국제문제연구소의 빅터 차 한국석좌는 현재 한국 내에서 ‘남북관계 진전에 미국 정부가 걸림돌이 된다’는 인식이 지속되면 결국 한미동맹에도 타격을 줄 수 있다고 지적했습니다. 한편 같은 연구소의 수미 테리 연구원은 최근 월북한 탈북민이 코로나 19 감염됐을 가능성이 있다는 북한 당국의 발표는 결국 북한 내 코로나 19 감염 사례를 처음 인정한다는 의미라고 말했습니다.테리 연구원은 북한이 이 사건을 계기로 코로나19 감염자 발생에 대해 공식적으로 북한에 알리면서 전염의 원인이 된 한국 측에 대한 비난을 정당화하고, 동시에 한국과 국제사회에 지원을 요청할 기회를 얻게 됐다고 분석했습니다.
National Assemblyman Cho: Moon Jae-in, I expect will be much more aggressive to resume inter-Korean dialogue. This could lead to friction between South Korea and the United States. Victor Cha, chair of the Center for Strategic and International Studies, who joined the event, pointed out that the ongoing perception in South Korea that the U.S. government is a stumbling block to the progress of inter-Korean relations could eventually hurt the U.S.-R.O.K. alliance. Meanwhile, Sumi Terry, a researcher at the same institute, said the recent announcement by the North Korean authorities that a North Korean defector may have been infected with the COVID-19 means that it is the first case to be admitted in the North. Terry said the incident gave the North a chance to officially inform the North about the outbreak of the COVID-19 infection, justifying its criticism of South Korea, which caused the epidemic, and at the same time asking for assistance from South Korea and the international community.
